The name E̜ Ia Ner is derived from the Wood Elvish language, as E̜ Ia Ner was founded by Cheryl Khunromud, who was culturaly Wood Elven.
Climate
E̜ Ia Ner has a yearly average temperature of 16°C (60°F), with its average temperature during the summer being a pleasant 23°C (73°F) and its average temperature during the winter being a cold 10°C (50°F). E̜ Ia Ner receives an average of 243 cm/y (95 in/y) of precipitation, most of which comes in the form of rain during the summer. E̜ Ia Ner covers an area of nearly 5 km2 (2 mi2), and an average elevation of 9460 m (-11912 ft) above sea level.
Overview
E̜ Ia Ner was founded durring the early 12th century in spring of the year 1105, by Cheryl Khunromud. The establishment of E̜ Ia Ner was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding E̜ Ia Ner's construction back out of the project. Cheryl Khunromud pushed on reguardles, and E̜ Ia Ner was finished, but starts off as a terible place to live.
E̜ Ia Ner was built using the conventions of Wood Elven durring the early 12th century. Naturaly, all settlmentss have their own look to them, and E̜ Ia Ner is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
E̜ Ia Ner is is constructed arround a series of narrow gravel mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. E̜ Ia Ner's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. E̜ Ia Ner's top tier civilian fortifications are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
A look around E̜ Ia Ner has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scutteling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s everything together. Regardless, you do not feel it would be wise to remain in E̜ Ia Ner long.
Civic Infrastructure
E̜ Ia Ner possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.
E̜ Ia Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within E̜ Ia Ner.
E̜ Ia Ner has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
E̜ Ia Ner has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.
E̜ Ia Ner has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
E̜ Ia Ner has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
E̜ Ia Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain E̜ Ia Ner's public wards, blessings, and other arcane systems.
E̜ Ia Ner possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
E̜ Ia Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
E̜ Ia Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
E̜ Ia Ner's town hall was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
In E̜ Ia Ner most nights are accompanied by colorful ribbons of light in the sky.
The Kamadan near E̜ Ia Ner are known to be almost tame, such that they can be put to domestic use.
E̜ Ia Ner's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves square dance to channel Conjuration energies of tier 2 via divine sermons.
